I believe the bot is referring to the behavior of the oldest dragons. I believe we’re looking at one or more of the elite bloodlines, and perhaps they get caught stealing oil.

Look at what China is attempting to do in the South China Sea, in a location known to hold a lot of oil, and the tensions that are increasing in that area amongst many countries, including the U.S.
At the moment there's a great deal of bluster and posturing but it's not out of the realm of possibility that China might flex its considerable military muscle and all hell breaks loose.
