On a mini-hunch, this may be a coming cyber attack of Russia against France, so googled for such. It indeed may be since in April of last year France suspected Russia of hacking into a news station, I think it was, of theirs. Maybe it was Russia and they'll hit France again, or having been blamed when innocent the psychology is that they may actually do it now after a false accusation. (Or, a new headline is coming about this event, perhaps.)
