Where Prince Charles, the ‘decorated royal’ and the PM are stepping into ‘personal (public) resistance’ and being ‘burned’ for something they decided, in an ‘obese’ way, was a good thing (a ‘winning’). ‘Bloated’ is a synonym for obese. Or it could be interpreted with King Abdullah being the ‘royal’ whose obese [bloated] decoration is facing public resistance over what he conceived as being personal winnings.
