Civilian War Games

I was with a group of citizens in a woods, in a huge metal cage (over 100 ' long). There are a number of these cages. There are wooden boxes containing military goods (weapons, HE, food) and we are concealed by tarps. Soldiers pass outside. We leave/melt through holes in the metal. I find my way walking through a kind of war game, I pass by an opposing general, who is jovial, unrecognized and head towards a city. I feel like I might have a rifle. I look at the streets trying to find a higher place to observe or shoot from. I find an Italian restaurant and go inside. There are diners, I look for a staircase or another way to the roof.
