Submarine up the Potomac

There was some sort of submarine I was on that was going up the Potomac River. It was armed with some sort of bombs that would dig into the earth once we reached DC. We sailed right up the river undetected, the bombs were released that I could see burrowing into the ground under the water. They were silver and almost liquid looking. The bombs were not detonated-they were supposed to sit there and be used if the demands weren't met. I have no recollection of the demands but I know it was a foreign country making the demands. They would detonate and destroy everything within 20 miles of DC. I then was on the run, switching vehicles back and forth and changing identity to avoid capture. I woke up and that is what I remembered.
