Ate atm makes me think of what happens when an ATM card isn't returned to a person, as in "the ATM ate my card." Meaning that for some reason, the bank is not returning the card, ending the option of using the card to get money until the situation is settled.
Now put that with ATM limit and a picture emerges of a possibility of ATM's not having money for withdrawal for some reason.
