Our system is under complete proxy control in my opinion. All you need is control over key assets to make it hop to your command. Pretty simple in theory. Then you add to that all the other subversive and dangerous elements, such as a private prison system, and now you have pretty much all the tools you need to work a system by proxy, and that's all we are really seeing.
