IMHO, the entity isn't referring to personal choice. It's referring to the PTB and their cohorts; whether or not they launch Earth from this fear based, war stricken, imploding time line into one of world peace and comfort. There is, of course, always personal choice in that direction but from the looks of things, the masses are overruled and subjugated.

"...will we be given a pragmatic, physical even, menu of choices?" Maybe via an apocalypse....
