Thank you! Well, DC would, it seems have such a thing but it'd be under important buildings. Supposedly, there's even a mini-rail? under our W.H. that is for taking the sitting president away in case of an emergency. Rumor is that this is very new.

I'm really  not sure about the location.  Yes, there are many tunnels under Washington, the odd thing is that in my dream there were office buildings in the tunnels.  Although the people in my dream were Caucasian, I actually had the impression this was not in the U.S., for whatever reason, I was thinking Asia somewhere, but I don't know why I had that impression so I didn't mention it.
