Spontaneous whirlpool sweeps swimmer away

I was on a boat with another person.  The boat was perhaps 24 foot, and white.  I was thinking we'd need to haul the boat out of the water soon, as it was November, although the weather and the water were still mild.  The engine was off, and we were observing our surroundings; we seemed to be in a large bay, and other boats were around.  A police boat approached us, and the officer was swarthy, with mustache, in a tan or khaki uniform with wide black belt around the waist and across the chest, with billed cap.  Nationality unclear, perhaps Indian.  He was questioning our presence and wanted us to leave, and I thought to myself that he was perceptive, whereas we were not doing anything illicit at the time, we were planning something for a later date.

Meanwhile a female friend (accomplice?) was swimming towards us and was perhaps 50 yards away.  As we were watching her, a huge current appeared sweeping towards her, almost in an 'X' shape.  The officer yelled at her to swim out of the current, and as we were watching, the current changed shape and became circular and quickly turned in to a whirlpool (maybe couple hundred feet across), taking the swimmer away, and I assume, drowning.

So many news events of historic rains and subsequent floods and drownings, in various locations around the world. In looking at the news, I believe my dream was about Channai in India or perhaps South America, which is experiencing the worst flooding in 50 years. I recall how the weather and water was warm in my dream for this time of year, which implies to me that this occurred south of the equator. Although the weather has been unusually warm in the U.S. as well, with the Midwest also experiencing significant flooding.
