War Startng but U.S. 'Hamstrung'

I was outside, summer months, sunny, noticed many Air Force plane squadrons flying overhead composed of many different airplane models, which is unusual. (As I'm from an Air Force town, I associate this with war starting or underway). I was working for the Air Force and overheard high level discussions about budget issues. The Air Force needed additional budget increases to adequately engage in the war, and the increases were not being approved.
