Yellow Slickers

Yellow hazard windbreakers/ponchos on rescue people on a boat. Or maybe the yellow windbreakers were on the rescued people, as they seemed to be made of somewhat flimsy yellow plastic, not regulation grade material. One man is standing on the boat deck with hands in pockets, watching operations with that weird expression people get when things seem serious but they are still trying to appear casual and normal to help them keep some composure.
