I think the White House gets mail off site, to protect it from bombs and anthrax.
I guess you could stretch it and say that it is similar to a castling move ( alt. location for W.H. mail delivery protects the King, Obama ) for our W.H. castle. Nanny is right, our W.H. is our nation's castle.
I will put this here about castling in case it is useful now or in the future. I think castle just developed a few more meanings.

Except, my guess is that the White House doesn't receive mail. Still like the mall interpretation better
