So, people mistook a mannequin placed atop a billboard for a possible ‘jumper’ and after the police (higher up) approached the owner, the owner agreed to remove the mannequin from the ‘gray’ sign and thus, it disappeared (was taken down, which was a ‘concete’ move on the owner’s part, considering the strain on 911).
